About the project
What is the project about?
Administrators of public property sign highly complex contracts which they have not even read. In addition they agree to keep the content of the contracts absolutely secret. The secrecy has worked so far - for the most part. In our particular case the population knows little to nothing about the details of such 'cross border leasing' (CBL) deals. We look at a specific example to see how and why this has happened.
The case in point lends itself to investigation because parts of the secret contracts have been leaked to an independent journalist. Since then, this particular case has become known as the best documented case in any German speaking country, maybe even the best known case there is. Many questions, however, remain unanswered.
A trailer is a standard tool to gather financial support for a documentary film project these days. This is why we are looking for funds to finance this trailer.
The trailer will treat the above questions in a dramatic presentation and will whet appetites for a feature length documentary.
What happens with the money if financing was successful
The costs are divided between preproduction, production and post production.
Pre-production: archive research, recces and logistic planning: 900.00.
Production: The shoot: 1,775.00
Post-production: Editing, sound mix and colouring: 2,842.00
The budget is transparent.

The brief
Local power and administrative structures seem to be coveted pray for the high priests of international finance.
At the turn of the millennium the TIWAG (Tiroler Wasserkraft AG – the Tyrolean water power company) has placed almost all its power generation facilities via Cross-Border-Leasing (CBL) on the roulette table of the international finance industry. This happened without any involvement of the local parliament. To this date, hardly anyone within TIWAG knows what exactly these contracts contain, let alone the Tyrolean population, who – at least on the paper – hold 100% of the TIWAG shares.
CBL-contracts were sold to public utilities in many European countries. Absolute secrecy for negotiating and concluding the contracts is a preliminary condition.
A whistle-blower handed one of these contracts to an independent journalist in Tyrol. It offers a deep insight into the scandalous, unbelievable and downright absurd details of these agreements. The volume of these is an estimated 100 billion dollars in German speaking countries alone.
- How is it possible to hand over public property via secret contracts to an unknown U.S. Investor without consulting the public?
- Why the secrecy?
- Is this even legal?
- If so, why?
- Who now owns these power generation plants?
We want to sensitize the broad public for this topic and thus contribute to the democratisation of power and decision making structures. We want to strengthen public consciousness for efficient, transparent and sustainable administration of public property.

- July: script writing and rough cur
- August: fine cut, sound mix, colour correction
- September: presentation
A successful trailer project will help us in securing funding for a feature length documentary.

Stand der Recherche
Immer noch nicht geklärt: Die genauen Besitzverhältnisse von Sellrain-Silz
In der Tiroler Tagszeitung war am 16.4. auf der Titelseite unten links "Cross Border aufgelöst" zu lesen: "Der Landesversorger Tiwag hat jetzt endgültig rund 70 Prozent seiner ... Cross Border Leasing Verträge (CBL) aufgelöst". Im Wirtschaftsteil dann doch ein ausführlicherer Artikel, wo man erfuhr:"Tiwag hat endgültig 60% siener Cross-Border Geschäft aufgelöst."
60 oder 70, doch mit einem blauen Auge davongekommen, CBL letztendlich sogar einträglich? Könnte man das Projekt "Die Akte Tiwag" nun ad acta legen? Fragen über Fragen.
Die sehr freundliche Pressesprechin der Tiwag schickte mir zuerst den Link zur Presseaussendung:

Beim nächsten Anruf nahm Sie meine Fragen auf und sagte, sie die relevanten Personen werden verständigt und in weiterer Folge auch ich. Hier meine Fragen:
- Wie viel und was genau an Sellrain-Silz ist immer noch Cross-Border-verleast?
- Ist die Plakette (die als Eigentümer einen amerikanischen Fond ausweist) dort auch entfernt worden?
- Wie viel Gewinn blieb denn unterm Strich nach der "erfolgreichen" Auflösung (minus Spesen, Honorare für Anwaltskanzleien, Wirtschaftsprüfer, Berater, Depotsicherung) übrig?
- Wovon hängt denn ab, ob die anderen Verträge auch aufgelöst werden?
- Was kann man sich unter Anschlusskredit (TT: "Als Kompensation wurde ein Anschlusskredit über zehn Millionen Euro ... abgeschlossen") vorstellen?
- Könnte ich Einsicht in die Orginalsatzung aus dem Jahre 1924 haben?
- Könnte ich einen Interviewtermin haben?
Die Antwort blieb sie mir auch nicht lange schuldig:

Mit der obrigen letzten Referenz zum Firmenbuchgericht schliesst sich wieder der Kreis zurück zu der Orginalsatzung der Tiwag, die ebendort hinterlegt sein müsste, jedoch dort verfault und so öffentlich nicht mehr einsehbar ist. Noch einmal hackte ich bezüglich Einsicht in die Orginalsatzung bei Frau Holas nach, mein eMail wurde aber nicht mehr beantwortet.
Produktion
Die Suche nach gutem Archivmaterial hört ja bekanntlich nie auf, also waren wir und sind wir weiterhin dabei.
Wir sehen uns auch gerade nach einer guten Kamera und Verleihkonditionen um und suchen auch die übrige Gerätschaft zusammen, überspringen organisatorische Hürden damit wir Ende Juli drehen können.
Was mich extrem freut ist, dass super-, und ich meine supergute Musiker uns beim Projekt unterstützen werden. Dazu später mehr...
Nachdem wir dann Ende Juli hoffentlich genug Material beisammen haben, werden wir uns dann im August an den Schitttisch begeben. Ende August sollten wir auch mit unserem Rohschnitt fertig werden, damit wir im September noch Feinheiten bei Ton, Bild und Musik austüfteln können.
